[STATEMENT] IMA Asia Pacific Statement on Rising Far-Right Politics and Anti-Migrant Sentiment in Japan

The International Migrants Alliance-Asia Pacific (IMA-AP), expresses deep alarm at the rising tide of far-right politics in Japan, marked by growing xenophobia, ultra-nationalism, and increasingly exclusionary rhetoric targeting migrants and foreign residents. This trend poses a serious threat to democracy and human rights in the country.

Instead of addressing the root causes of Japan’s economic crises - which include decreasing wage value, job insecurity, high rates of relative poverty and an ageing population, the government has turned to scapegoating migrants, blaming them for rising crime rates and the lack of social services among others. This narrative is false and is a deliberate distraction from the real culprits of the crisis.

Japan’s economic problems are caused by decades of neoliberal policies, widening inequality, and record levels of military spending. In 2025, Japan approved its largest-ever defence budget, exceeding ¥7 trillion, while also continuing to shoulder the rising costs of hosting U.S. military bases. Japan’s annual contribution to support approximately 55,000 U.S. forces stationed in the country amounts to around ¥211 billion (USD $1.34 billion). Furthermore, the Trump administration has pressured Japan to increase its military budget even further, targeting 3.5 percent of GDP. These are the true drains on Japan’s economy and public resources. 

The recent creation of a new government office to manage foreign residents, while framed as promoting “orderly coexistence between Japanese nationals and foreign residents,” is in reality a mechanism to centralize control, increase surveillance, and institutionalize suspicion toward migrants. Rather than fostering inclusion, it serves as a tool for further exclusion and discrimination.

Such anti-migrant policies implemented by previous administrations have created space for ultra-rightist groups such as the Sanseito (参政党) party. With its efforts in propagating conspiracy theories, historical revisionism, and anti-immigrant policy recommendations, Sanseito reflects a deeper shift toward extreme conservatism in Japanese politics. Its growing popularity, particularly among disillusioned younger voters, reveals a vacuum left by mainstream parties which have failed to provide meaningful responses to the public’s real concerns. Much like Trump in the U.S., Sanseito spreads paranoia, fear, and a narrow vision of national identity rooted in discrimination and injustice against a group of people who are being similarly victimized by the same neoliberal policies and resource plunder inflicted in their countries. Japan cannot solve its economic crises by turning inward and pushing people out. Migrants, many of whom live, work, raise families, and contribute significantly to communities across Japan, deserve dignity, protection, and equal rights.

We call on all Japanese peoples to oppose neoliberal economic policies, resist the rise of the far-right, reject anti-migrant scapegoating, and fight against the real threat, which is the U.S. presence and control of Japan. We urge the Japanese government to stop funding the US war machine, and use taxpayers money for much needed social services, such as housing and social protection for all. It must uphold its obligation to protect the rights of all people within its borders and end fear-based governance.

日本における極右政治と反移民感情の高まりに関する IMAアジア太平洋の声明

国際移住者連盟アジア太平洋 - The International Migrants Alliance（IMA-AP）は、日本において高まる極右政治の波に深い懸念を表明します。それは、外国人住民や移民に対する排外主義、超国家主義、そしてますます広がる排他的なレトリックによって特徴づけられています。このような傾向は、日本の民主主義と人権に対する深刻な脅威です。

日本政府は、賃金の実質的な価値の低下、雇用の不安定化、相対的貧困の高さ、高齢化社会など、経済危機の根本的な原因に対処する代わりに、移民をスケープゴートにして、犯罪の増加や社会サービスの不足などの責任を押し付けています。このような主張は事実に基づいておらず、真の原因から目を逸らすための意図的なごまかしです。

日本経済の問題は、数十年にわたる新自由主義政策の推進、格差の拡大、そして記録的な軍事費によって引き起こされています。2025年には、日本政府は過去最大となる7兆円超の防衛予算を承認しました。同時に、国内に駐留する米軍約55,000人のために年間約2,110億円（約13.4億米ドル）もの費用を負担し続けています。さらに、トランプ政権は日本に対し、GDPの3.5％に相当するまで防衛予算を増加させるよう圧力をかけています。これこそが、日本経済と公共資源を蝕む真の原因です。

最近設置された日本政府の「外国人との秩序ある共生社会推進室」は、「秩序ある共生の推進」を掲げていますが、実態は外国人の管理を中央集権化し、監視を強化し、移民に対する疑念を制度化するための機構にほかなりません。共生を促進するどころか、さらなる排除と差別のための手段となっています。

こうした反移民政策は、過去の政権下で実行され、参政党のような極右勢力が台頭する土壌を作りました。参政党は、陰謀論の拡散、歴史修正主義、反移民政策の提案などを通じて、日本政治における極端な保守化の動きを象徴しています。特に、希望を見失った若年層の間で支持を広げていることは、主流政党が人々の真の不安に対し、意味ある対応を提供できていないことの表れです。米国のトランプと同様に、参政党は恐怖と偏見を煽り、差別と不正義に基づく狭いナショナルアイデンティティを広めています。彼らが標的にしている移民こそ、同じ新自由主義政策と資源の略奪によって苦しめられてきた存在なのです。

日本は、排他主義や内向きの政策では経済危機を解決できません。日本各地で暮らし、働き、家族を育て、地域社会に貢献している多くの移民は、尊厳と保護、そして平等な権利を持つべきです。

私たちは、日本のすべての人々に呼びかけます。新自由主義経済政策に反対し、極右勢力の台頭に抗い、移民に対するスケープゴーティングを拒否し、本当の脅威——すなわち米国の支配とその軍事的存在——に立ち向かいましょう。日本政府は、米国の戦争マシンへの資金提供をやめ、納税者の資金を住宅や社会的保護など、すべての人々のための社会サービスに使うべきです。政府は、自国内に住むすべての人々の権利を守る義務を果たし、「恐怖」に基づく統治をやめなければなりません。
